PILOT MONITORING OF SELECTED EMERGENCY PROCEDURES FOR NEAR-TERM OPERATING LICENSE APPLICANTS It has come to my attention that a simulator.walk-thru of selected emergency procedures has not been scheduled for Salem Unit No. 2 and the Public Service

E!ectric and Gas Company does not consider this a requirement for operation above 5% rated power.

The (TMI) Task Action Plan (NUREG-0660) requires simulator walk-thru.

Mowever, "TMI-Related Requirements for New Operating Li censes 11 tNUREG-0694) requires pi 1 ot monitoring of such procedures but does riot specifically call for a simulator walk-thruo We interpret NUREG-069/.f.

to be a summary of the TMI related requirements and not a complete description of the requirements; therefore, omission of the simulator work in the summary does not, in our opinion, make it unnecessary or delete it from the requirement.

The applicant apparent(y has taken the position that control room walk-thrus of these procedures would provide an adequate audit. The applicant has also pointed out that there is no simulator like the Salem plant design and a walk-thru of their procedures on a simulator such as the one at Surry would be of uncertain value and could be misleading.

We agree with PSEG that control room audits are necessary, but we do not consider a control room walk-thru to be an adequate substitute for the simulator walk-thru because the accident parameters and the plant time response to operator actions cannot be properly accounted for during a plant walk-thru.

Furthermore, our experience with the walk-thru of North Anna procedures on the Surry simulator identified several deficiencies in the North Anna procedures that would not have been detected by a control room walk-thru.

Salem operators are being trained on the Indian Point simulator9 and then this training is transferred to the (different) Salem control-room environment by an additional training module.

The simulator reproduces plant response dynamics addquately for our procedures review; the control room walk-thrus are also needed to evaluate the procedures in the Salem control room context.

Darrell Based on the Task Action Plan and the Procedures and Test Review Branch experience to date in reviewing emergency procedures, it is recommended that a simulator walk-thru of Salem Unit No. 2 emergency procedures is required and should be scheduled as soon as possible to that we may complete our pilot monitoring of the emergency procedures in accordance with the Salem review schedule.
