- 1980, MEETING TO DISCUSS OUR REQUIREMENTS FOR.
THE ISSUANCE OF FULL POWER OPERATING LICENSES FOR SALEM UNIT 2, SEQUOYAH UNIT_l AND NORTH ANNA UNIT 2 We met with representatives of Public Service Electric and Gas Comp~ny, Tennessee*
Valley Authority, and the Virginia Electric and Power Company on June 19, 1980 in Bethesda, Maryland to discuss our requirements regarding the issuance of full
- power operating licenses for Salem Unit 2, Sequoyah Unit 1 and North Anna Unit 2.
A list of attendees is presented fo the Enclosure.

1 *. Detailed discussions were held regarding_outstanding non - TMI issues on all plants.

vJith respect to North Anna Unit 2, VEPCO advised us that the zero power physics test program would be completed by the evening of June*l9, 1980, and that they are_ ready to conduct the low power test program~
It was noted that before VEPCO could conduct the low power test program they must receive our approval of their test procedures and safety evaluation.
We indicated that we i;rnuld try to complete our review of these matters by June 27, 1980.
VEPCO estimated that the test program will take 2 to 3 weeks,to complete.
VEPCO indicated that responses to all outstanding requests for additional inf~rmation will be submitted by June 30, 1980.
VEPCO also indicated that they would be ready to proceed to full power sometime in mid-to late-July. However based on the above schedule, we advised VEPCO that our estimate for the issuance of a supplement to the SER is August 1, 1980.

vJlth respect to Salem, Unit 2 the licensee indicated that they would be ready to start their 1 mi power test program {LPTP} about July 14*, 1980.
- PSE&G al so indicated that they would be ready to proceed to full power about August 5, 1980.
The staff indicated that we can probably complete our review of the LPTP procedures -
by July 14, 1980.
However, the schedule for review of the Salem 2 emergency procedures will be very tight, as the review cannot be initiated until July 10.
Salem 2 agreed to cooperate fully with th~ staff during the review process.
- He al so advised PSE&G that our estimate for the issuance of a supplement to the SER is August 15, 1980.
