SUMMARY

OF MEETING ON CONTROL ROD POSITION INDICATOR A meeting was held in Bethesda~ Maryland on June 10, 1980 with representatives of the licensee to discuss the control rod position indicator system.

The meeting w~s held at the request of the licensee to discuss a license amend-ment request related to the position indicator system.

The meeting attendees are listed in the enclosure. The meeting is summarized as follows; Summary The licensee stated that they could not meet Technical Specification 3.1.3.2.2 because the rod position indicator is not capable of being calibrated to the accuracy required during cold shutdown conditions. The licensee also stated that the accuracy of the calibration improves as the temperature increases because of the thermal characteristics of the position indicator system.

The original purpose of the specification was to ensure that the position of the control rods being moved was known, in order to preclude the remote possibility that the reactor inadvertently would be made critical.

Three possible solutions to the licensee 1s problem were discussed:

1) Eliminate T.S. 3.1.3.2.2 and the associated special test exceptions contained in T.S. 3.10.5,
2) Expand the special test exception (T.S. 3.10.5} to allow the movement of one control ba~k {with the rod position indicator inoperable) pro-vided that Keff ~.95,
3) Expand the control rod position indicator accuracy band from + :i,2 steps

+ 24 steps.
