SALEM GENERATING STATION UNIT NO. 2 DOCKET NO. 50-311 Gentlemen:
June 27, 1980 In response to our commitment and to satisfy item 7.4(4) of the Technical Specifications, we submit the following plan to replace the long term contractor personnel with a committed staff of Public Service Electric and Gas Company employees:
Based upon our current Company-Union negotiations and our assump-t:Lon that these activities will be concluded in time, we expect to start the plan on August 1,.1980.
We will actively attempt to fill the permanent positions with qualified personnel.
Qualified in-house Public Service Electric and Gas Company personnel will be given the first opportunity to bid into the group.
For those positions not satisfied by in-house sources, the recruitment program will be directed to external sources.
All recruiting efforts should be completed by mid December, 19 8 0,.and fol lowing a period of indoctr ina ti on and during the on-the-job training period, the contractor personnel will be reduced.
Our proposed plan is depicted graphically on the attached schedule.

DEFINITION OF TERMS USED ON RECRUITMENT/IMPLEMENTATION SCHEDULE A.
"Posting Period" -
During this two week period, qualified PSE&G employees will be given the opportunity (via con-tractual "posting" procedures) to bid into the Radiation Protection Group.
B.
"Recruitment Period" -
During this period, we will attempt to fill remaining positions with qualified personnel from external sources.
C.
"Indoctrination Period" -
During this period, newly hired employees will receive Company and site-specific indoctri-nation training.
Shown as a single block, but training will take place as hiring progresses and sufficient numbers are available to form a class.
D.
"OJT and Qualification Completion Period" -
During this period, newly hired employees will receive department specific train-ing to qualify them in procedures and specific equipment.
E.
During this period, we will be able to steadily decrease the number of contractor personnel until our reliance is elimi-nated.
NOTE:
The sudden drop in contractor personnel indicated on the graph will be possible due to the fact that we anticipate being able to hire a number of contractor personnel who are already fully qualified for the positions they will fill.
