SUMMARY
OF MEETING WITH PUBLIC SERVICE ELECTRIC AND GAS COMPANY TO DISCUSS IMPLEMENTATION OF LESSONS LEARNED ITEMS 2. 1.7.a AND 2.1.7.b AT SALEM-1.
On January 3, 1980, the staff met with representatives of PSE&G to discuss implementation of (a) automatic initiation of the Auxiliary Feedwater System (AFS) and (b) installation of appropriate auxiliary feedwater flow indicators to steam generators (Lessons Learned Items 2. l.7a and 2. l.7b).
A list of participants is attached.
In response to the staffs letters of September 13, and October 30, 1979, the licensee described operation of the Auxiliary Feedwater System Initiation and Flow Indication Systems.
The staff 1s assessment of these responses provided the agenda for this meeting.

Section 2. l.7a The following requirements were determined to be fulfilled for short-term, control-grade designs:
(a) Automatic Initiation Logic (b) Testability of initiating signals and circuits.
(c) Automatic sequencing of the loads of emergency busses to include a-t motor driven auxiliary feedwater pumps and valves.
The staff requested that the licensee provide additional information for certification of Class lE equipment as 11safety grade, 11 (Attachment 2).
[The licensee has responded to this request by letter of February 4, 1980.]

Section 2. 1. 7b The AFWS of Salem-1 now uses 3 narrow-range level instruments (safety grade) and one flow instrument for each steam generator.
The staff advised the licensee that flow indicators are preferable to level indicators because they give.evidence of flow as well as measurement of flow rate.
The licensee 1s system is acceptqble for the short term.
For the long term, each indicator must be powered by individual sources.
The staff will determine (1) if narrow range indicators are acceptable for single failure criteria and (2) if proposed Revision 2 to Regulatory Guide is to be used for certifying 11 ~afety grade.

- ., The staff requested the licensee to provide additional information related to environmental qualifications of narrow and wide range indicators (Attachment 2).
The Licensee was also requested to provide functional drawings and additional data on isolation devices and alarms.
[The licensee responded to these requests in his February 4, 1980 letter.]
The licensee believes he meets the long-term requirements for 2. 1.7a and 2. l.7b.
The Staff will notify the licensee of its final review and our position on the acceptability of the installed systems for meeting our safety grade and single-failure criteria.

Additional Information Required for Review of LESSONS LEARNED 2. l.7a and 2. l,7b Environmental Qualification of Class IE Equipment With regard to seismic and environmental qualification of the Class IE equipment (Automatic Initiation of the Auxiliary Feedwater System) the staff requires the following test program information:

Acceptability goals and requirements This information shall be provided for at least one item in each of the following groups, including the type (functional designation), manufacturer, manufacturer 1 s type and model numbers.

Actuation device The information provided may be in the format of a table with explicit statements on conformance to IEEE Standard 323 and 344.
