Dear Mr. Grier:
NRC IE BULLETIN 80-03 LOSS OF CHARCOAL FROM STANDARD TYPE II, 2 INCH, TRAY ADSORBER CELLS NO. 1 AND 2 UNITS SALEM GENERATING STATION March 19, 1980 In response to NRC IE Bulletin No. 80-03., dated February 6, 1980, the following interim report is submitted for your review.

PSE&G Engineering Gonsiderati"ons The Salem facility contains Type II, Adsorber Cells manufactured by Mine Safety Appliances Company which differ from the bulletin-identified problem cells as described below:

Our cells are of an all welded construction using

.3/16" spot welds on appro.Ximately 3/4" centers to secure the screening to the cell frame (housing)
-and do not employ the use of rivets; and Our cells have *:integral cross braces sides* and from the*front<to the *back frame '(housing) separation.

Visual Trispe*ction Since the construction of No. 2.,Uni.t is effectively complete* with all charcoal.cells :tnstalled and tested, *both No. 1 and 2. Units are being inspected on the basis of "power reactor facilities.with an Operating License with the exception that the operability of any No. 2 Unit systetri requiring cell replacement shall be demonstrated by leak testing before initial core* 1oad.
3/19/80 The visual inspection of the filter cells shall include both the upstream and downstream sides of the cells.
The inspection emphasizes the following items:
- a.
Detection of loose charcoal on the floor of the filter housing and/or on the outside horizontal surfaces of the adsorber cells or internal enclosure members.
- b.
The use of portable lighting to determine if light penetrates through the cell thereby indicating the possibility of either adsorber cell or filter hous-ing deformation, excessive charcoal settling, and/or channeling through the charcoal.
- c.
The condition and spacing of spot welds which secure the screen to the cell housing.
- d.
Deformation of the screening in excess of 1/4" per 4 square inches of surface area.
- e.
Screening which is ruptured or separated from the housing.
Appendix A of ANSI NSl0-1-975 shall be used for those items which would directly affect the *adsorber*cells capability and reliability* in performing th.ei:i: intended function with particular emphasis on A-la, o~ c, d, A;;.2c; d, e and f.

. I I I.. Triter*im Fihdi'rig s The interim findings of the visual ins.pection indicate that all cells are satisfactory with. 'the 'exception that some scattered and sparsely spaced part.icles, apparently charcoal. have been found on adsoroer cells or within the adsorber cell.filter housing with no visible damage to the elenierits.
Apparently the *particles of charcoal are residue from shipping and/or handli;ng as confirmed by examination of some spare filters in storage.
Addition~l investigation and evaluation of this item is continuing and should be concluded within a week to ten days* (by March 31, 1980) at which time a final report shall be issued.
The final report should be available by April 11, 1980.
Based on the above Engineering Considerations, the preliminary Visual Inspection findings, and the
. tentative evaluation as to the source of the scattered charcoal particles, it is the position of PSE&G Engineer-ing that the charcoal adsorber cells in use do not have "a potential for a loss.of charcoal incidential to handling, storage or use" pending the findings of the final report.
