SALEM NUCLEAR GENERATING STATION DOCKET NO. 50-311/l7't-This letter describes our plans to staff licensed operator positions on No. 1 and 2 Units at Salem following issuance of an operating license for No. 2 Unit.
This matter was discussed with members of your staff by H.J. Midura, Man-ager -
Salem Generating Station, on Friday, March 28, 1980.
No. 1 Unit at Power, No. 2 Unit in Modes 5 or 6 Coverage by operating shift supervision utilizes three shifts.
On any given day, two shifts work 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> each and the third shift is on a day off.
On this schedule, each shift works four days (12 hour1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br />s/day) followed by two consec-utive days off.
Each supervisory shift consists of two Senior Reactor Operators (SRO's), one licensed on No. 1 and 2 Units and the other licensed on No. 1 Unit.
All personnel utilized in these positions are members of the management or supervisory staff.
Coverage by operating shift control operators utilizes four shifts.
On any given day, three shifts work eight hours each and the fourth is on a day off.
On this schedule, each shift works six days (8 hour9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br />s/day) followed by two consecu-tive days off.
Each shift consists of sufficient licensed personnel to cover two license positions on No. 1 Unit and one license position on No. 2 Unit.
Personnel assigned as control operators are a combination of supervisory (SRO) and bargaining unit (RO) personnel properly licensed for the unit to which they are assigned.

in either of the above schedules are Work hours are in accordance with the continuous hours of work and observance In addition to the above, the Chief Engineer and Performance Engineer, both licensed SRO's on Nos. 1 and 2 Units, are available and normally on day work.
Initial core load of No. 2 Unit Reactor will be supervised by a designated Refueling Supervisor (SRO).
The Performance Engineer and another licensed SRO on No. 2 Unit will be utilized on two twelve hour shifts to fill this position.
The initial core load is scheduled as a four day evolution.
We feel the overtime work during this period is reasonable for the licensed personnel involved.
The present complement of licensed personnel allows for power operation of No. 1 and operation of No. 2 Unit in Modes 5 or 6, including core load.
We do not expect to enter Mode 4 on No. 2 Unit with the present complement of licensed personnel and work schedules.
On May 19, 1980, two SRO and eight RO hot license candidates are scheduled for a No. 1 Unit license examination.
In ad-dition, two SRO and-two RO cold license candidates are scheduled for a No. 2 Unit license re-examination.
Satis-factory results on these examinations ~ill provide suff i-c ien t licensed personnel for power operation of Nos. 1 and 2 Units with the schedules as described above.
On June 16, 1980, seven SRO and four RO cold license candi-dates are scheduled for a No. 2 Unit license examination, and two RO cold license candidates for a No. 2 Unit license re-examination.
The results of this examination will add to our complement of licensed personnel.
At this time, we plan to change operating supervision shift coverage from a three to four shift schedule.
The remaining personnel presently licensed on No. 1 Unit are scheduled for a No. 2 Unit cold license examination in October 1980.
Successful completion of the No. 2 Unit cold license program will permit a return to a five shift sched-ule for all operating shift personnel and resumption of the Licensed Operator Requalif ication Program.
