Dear Mr. Grier:

SUPPLEMENTAL REPORT NRC INSPECTiON REPORT NO. 50-272/77-13 INSPECTION DATE APRIL 12, 1977 NO. 1 UNIT SALEM GENERATING STATION April 8, 1980 In this Supplemental Report, we are informing you of a change to our previous response dated May 20, 1977 to the NRC, with respect to starting a reactor coolant pump while the reactor is critical.

The previous response indicated Operating Instruction (OI)

II-1.3-1 was revised to include step 3.il, Do not start a Reactor Coolant Pump wh;ile the reactor is critical."

A plastic tag was placed on the control console as a warning to Control Operators that three loop operation above P-7 is not allowed.

On December 27, 1979,

  • an on-the-spot change was implemented to the Operating Instructions which deleted. the above commitment.

The change was implemented following a detailed review by PSE&G and Westinghouse which now permits the starting of a reactor coolant. pump with the reactor below P-7 (10%).

Mr. Boyce 4/8/80 Procedural guidance includes that following a loss of a reactor coolant pump with the reactor critical and no associated reactor trip, reactor power shall be reduced as quickly as possible, in a controlled manner, to less than P-7 (10%) within one hour.
