Dear Mr. Grier:

NRC IE BULLETIN 79-27 NO. 1 AND 2 UNITS

  • SALEM GENERATING STATION In response to NRC IE Bulletin 79-27, dated November 30, 1979, the following interim report is submitted for your review.

The failure analysis related to the 115 VAC buses is* very complex and includes such items as the Solid State Protection System, Primary Plant Control Systems, and Secondary Plant Control Systems.

The subsequent review of the failure analysis will involve the PSE&G Engineering and Production Departments and must extend beyond the failure modes of equipment to include system interrelationships and present plant operating procedures.

The actions which must be undertaken to adequately respond to this bulletin and to provide information to the Salem Plant Operations and Maintenance Departments are:

1.

Failure* Analysis (40% complete) - All 115 VAC vital and non-vital buses are being analyzed on a circuit-by-circuit basis to check the failure modes of bus loads and alarms/annunciations1 associated with a postulated loss of power.

2.

Failure Analysis Review ~ The results of the analysis will be reviewed by both the Engineering and Salem Operations Departments to assure that the ability to achieve cold shutdown will not be compromised given the postulated failures.

Anyproblems in the design will be identified and design modifications and/or changes to existing operating procedures will be made if required.

s@r.4oso3/S..

Mr. Boyce H. Grier, Director 2/26/80 Some of the equipment subject to analysis has been supplied by Westinghouse; the applicable portions of the analysis will be reviewed by Westinghouse to deter-mine if any failure modes.have generic implications.

3.

IE Circular 79 The analysis required by IE Circu-lar 79-02 will be re-reviewed and expanded to include inverters supplying non-vital buses.

MY required design modifications and/or changes to operating procedures.

as a resu.lt *of the re-review and expanded analysis will be made and reported laterr The scope of the research required by the subject bulletin precludes a final. response at this time.

It is expected that the analysis and reviews, and initiation of any required design modifications and/or operating procedure revisions, will be accomplished by October 1, 1980.

Sincerely, CC:

Office of Inspection & Enforcement Divis.ion of Reactor Operations Inspection Washington, DC 20555 Mr *. L. J. Norrholm, NRC Resident Inspector Hancocks Bridge, NJ
