REQUEST FOR E2CTENSION CONSTRUCTION PERMIT NO. CPPR-53 NO. 2 UNIT SALEM NUCLEAR GENERATING STATION DOCKET NO. 50-311 Public Service Electric and Gas Company hereby requests that, pursuant to section 185 of the Atomic Energy Act of 1954, as amended, and the Regulations thereunder, partic-ularly 10 CFR 50.SS(b), the latest completion date of May 1,
~980 specified in your order dated October 23, 1979 (44 Fed.-Reg. 62631, October 31, 1979), be extended to November 1, 1980.
Salem Unit No. 2 is ready for initial fuel loading.
- However, due to circumstances beyond the control of Public Service, namely, the accident at the Three Mile Island nuclear station, completion of the NRC 1 s review for an operating license has been delayed.
While we certainly hope that licensing of_Salem Unit No. 2 will take place this coming month, we are requesting an extension until November 1, 1980 to cover further uncertainties related to the issuance of operating licenses due to the Three Mile Island accident.
Since the requested extension of the construction permit involves no significant hazard considerations and no undue risk to the health and safety of the public, it is pespec-tively requested that the Commission dispense with the notice and publication requirements as per*mitted under Section 189(a) of the Atomic Energy Act of 1954.
