SUMMARY
OF MARCH 3, 1980 MEETING TO DISCUSS OUR REQUIREMENTS RELATED TO NEAR TERM OPERATING LICENSE APPLICATIONS He met with representatives of Public Service Electric and Gas Company and Virginia Electric and Power Company in Bethesda, Maryland to discuss the requirement for fuel loading and low power testing for near term operating license applications. A list of attendees is presented i,n the Enclosure.
Significant points discussed at the meeting are summarized below:

The Sequoyah low power authorization was discussed in detail.
Particular emphasis was placed on ar~as where difficulty was encountered in the preparation of the Sequoyah low power author1.zation.

Two areas that may present-the most difficulty to the applicants are related to (a) the low power testing program and (b) turb,iile preservice inspection. It was mutually decided that technical meetings regarding these matters will be held in the very near future.

We advised both VEPCO and PSE&G that the results of the operating license examinations taken by their operators will be available by March 7, 1980.
- 4.
Other areas included in the discussions were related to (a) emergency plan, (b) use of overtime, (c) security, (d) control room review, and
( e) management capability.
