RESPONSE TO NRC LETTERS ECCS EVALUATION MODELS FACILITY OPERATING LICENSE DPR-70 SALEM GENERATING STATION Ul'iIT NO. 1 DOCKET NO. 50-272 In response to your letters dated November 9, 1979 and November 27, 1979 on the above subject, we have had West-inghouse perform an analysis on the effects of the staff's new fuel cladding strain and fuel assembly flow blockage models on the Salem LOCA analysis.
The analysis performed is valid for both Salem units.
The results of this analysis are as follows:
- 1.
The models used by Westinghouse for cladding strain and flow blockage in Salem's ECCS calculations are not as conservative as the staff's new models.
- 2.
A maximum FQ penalty of'0.04 has been calcu-lated by factoring the differences between the staff's new models and the Westinghouse models.
- 3.
The effect on LOCA analysis results of using improved analytical and modeling techniques (which are currently approved for use in the Upper Head Injection plant LOCA analysis) in the reactor system blowdown calculation (SATAN computer code) has been quantified by an analysis that has recently been submitted

Dir. of Nuc. Reac. Reg. 1-15-80 by Westinghouse to the NRC for review.
Recognizing that review of that analysis is not yet complete and that the benefits associated with these model improvements can change for other plant designs, the NRC has established a credit that is acceptable for this interim period to help offset penalties resulting from application of the NRC fuel rod models.
T_l1e established F Q credit at Sale_m is 0.20, since it is a four loop plant.
I Since the allowable credit in FQ (0.20) is greater than the FQ penalty (0.04) from application of the NRC fuel rod models, no reduction in allowable FQ is required-and Salem is in compliance with the limits of 10CFR 50.46.
