Light Water Reactors Branch 3 Division of Project Management SEPARATION OF ELECTRICAL EQUIPMENT AND SYSTEMS NO. 2 UNIT SALEM NUCLEAR GENERATING STATION DOCKET NO. 50-311 We are in receipt of your letter of November 29, 1979 re-questing a commitment to perform a plant-wide field audit of installed electric equipment and systems to determine con-formance with separation criteria.
We have reviewed your request and believe that the audit and verification requirements specified have been satisfied.
In compliance with the requirements of Branch Technical Po-sition 9.5-1 "Guidelines for Fire Protection for Nuclear Power Plants Docketed Prior to July, 1976," a detailed fire protection program review for Salem has been conducted by an outside consultant.
The scope of this review included sepa-ration between, and arrangement of, safety-related equipment and associated 6abling systems.
This review also included a field audit of greater than 10% of the installed equipment and associated cabling systems for separation and arrange-ment.
The results of this independent review have been sub-mitted as part of the fire protection program review.
As part of our fire protection program review, a commitment has been made and incorporated into NRC's Fire Protection Safety Evaluation, dated November 20, 1979, to review all systems required to achieve hot standby and cold shutdown for separation between redundant equipment and cabling.
This includes a survey of cable, equipment, instrument and panel separations.
A joint field audit providing verifica-tion of at least 10% of these systems was conducted jointly The Energy People

This audit revealed no viola-tions of FSAR separation commitments, however, fire barriers and other fire protection modifications are being implement-ed as a result of upgraded fire separation criteria.
The installation and routing of cables are accomplished in accordance with a cable control system that requires each cable to be designated by a unique computerized identif ica-tion mark.
Cable installation and termination is accom-plished in accordance with pull and connect cards generated for each cable identification mark.
Written verification of installation/termination of cable is required on each card.
Details of our cable control systems are presented in the Response to Question 7.11 in the Salem FSAR.
To assure compliance with the Cable Control System require-ments, quality control surveillance was provided during*
cable installation.
Termination of all safety-related cables has been witnessed by a QC representative and written verification provided.
Additionally, audits of installed cabling were conducted as follows:

A 5% cable audit of sa.fety-related and non safety-re-lated cable installed during a two-week period to verify routing, separation and termination.
- b.
Tray content audits for safety-related and non safety-related cable which resulted in a 100% audit of all vital trays.
Documentation of these audits are available for review.
- c.
Any discrepancy found in either of the above audits was documented and corrected.
A final audit was made of all previously identified discrepancies.
This audit in-dicated no violations of separation or cable marking re-quirements.
The Cable Control System, including auditing and quality control surveillance, is ongoing for all future work.
