Enclosed is the affidavit of Robert P. Douglas which relates to information requested by Mr. Shon concerning the change in Relative Toxicity Index ("RTI") resulting from the replacement of the present spent fuel pool racks with the proposed racks and which responds to the affidavit submitted by the NRC Staff on October 15, 1979.-
We would join in the Staff'* s request to include these two affidavits in the record of this proceeding and would again note our agreement with the position that additional examination be permitted only if a showing in writing is made that establishes a substantial challenge to the methodology and conclusions contained in these affidavits.
