. -In your letter of June 13, 1979 to Chairman Hendrie, you urged the Nuclear Regulatory Commission to act expediel"!tly in. issuing an operating JiCense for the Salerrr.Unif 2 nuclear facility if the Commission is satisfied that the reactor and its ~perat~o~ poses no undue ~isk to ~he public saf~ty and we 11 being.

Since rulings and decisions relating to the Salem Nuclear Generating Station, Unit 2 could be subject to revie\\iJ.by Chairman Hendrie.and o:ther Commissioners,'

it vmuld not be appropriate for Chairman Hendrie to comment _at this time *.

As you knm*1, the,NRC staff is.currently conducting a thoro_ugh *investigation of the March 28, 1.979 incident at.the Three Mile Island Power Plant, Unit 2.~

This fovestigation includes studies. of the potential design deficiencies-in the plant, operator response to the accident including operator errors ~nd/or*

misinterpretation of plant i.fistrumentation and all other aspects' of the

  • accident \\'lhich might lead to information that would improve the safety of nuclear.pov.er plants~ The major emphasis of the current staff effort is*

focused on nuclear power plants that are presently licensed to operate.
