JUN 2 6 1979 Docket f*Jo. 50-311
/
FACILITY:
Salem Nuclear Generating Station, Unit 2 APPLICANT:
Ptibl ic Service El_ectric and Gas**-Company
SUBJECT:
SUMMARY
OF MEETING HELD ON JUNE 14, 1979 TO DISCUSS SALEM UNIT 2 STEAM GENERATOR-PRIMARY HEAD CUI.DOING INSPECTION.**
. A meeting to discuss the Sa.lem Unit-2 *steam generator primary head, cladding inspection was held in Bethesda, Maryland on June 14. 1979 with representatives of Public Service Electric & Gas Company and Westinghouse Electric Corporation.
A list of attendees is included in the Enclosure of this summary.
Significant points discussed are as follows:
- l.
The* applicant stated that liquid penetrant exam.inations were performed on the stainless steel cladding of all four Unit 2 steam generator primary heads. These examinations have identified the presence of cladding cracks, similar to those noted in the Salem Unit 1 steam generator primary head.
- 2.
PSE&G also stated that the cladding is nq_t considered part of the design thickness of the channel heads and*additionally, that the ASME Code permits surface indications within cladding. They further stated that nevertheless they committed to an augmented in-service inspection
-program of a selected area of the Unit l steam generator primary head cladding.
T11e Salem Unit 1 No. 14 steam gener~tor (cold leg side} was selected for the monitoring area for -crack propagation in view of a cladding crack located in the hi~hest stress area of the steam generator channel head which was detectable by the. ultrasonic method.
This examination was based on prior acceptance by the staff to limit the monitoring area at the Indian Point No. 3 Unit to this same relative l>' c;J'.
area since the high stress region would have the highest probability If-* t_
for crack propagation..

- 3.
The applicant indicated tha,t the ultrasonic examination during the first refueling outage at '.*both Indian Point No*.* 3 and Salem Unit 1 indicate no change has taken.'place in the cladding areas under sur-veillance.
- The liquid penetrant examinations to date reveal only minor cladding indications in the high stressed areas of the No. 2 Unit channel he.ads.
On this basis the applicant stated that their position is that the augmented in-service inspections of steam-generator channel head cladding be limited to Salem Unit l J No. 14 steam generator (cold leg side), where crack propagation is under ultrasonic surveillance.
L'J,.
He advised the applicant it is our position that' because the crack patterns and locations of the Unit 2 steam generator channel head are different than those_of the Unit l steam generator channel head, we still require that the Unit 2 steam generator head cladding be monitored.
The applicant advised us that he will consider our position and advise us in the near future of whether he will comply with our position.
