OPERATING LICENSE NO *. 2 UNIT SALEM NUCLEAR GENERATING DOCKET NO. 50-311 STATION We are in receipt of your letter of June l3, 1979 responding to our request for an operating license for Salem Unit No. *2.
While we recognize the impact of the March 28, 1979 incident at Three Mile Island, in that primary consideration should be given to the health and aafety 0.f.the public, we believe there is no basis, from a safety standpoint, for delaying the issuance of an.
operating license for Salem Unit No. 2.
On June 14, 1979, representatives from Public Service Electric and Gas Company and the other PJM members met with the NRC Commissioners to present the nuclear power needs of.the PJM Interconnection, particularly the need for Salem 2.
For your information, I am enclosing a copy of my letter to Chairman Hendrie, dated June 19, 1979, confirming the discussions held.

Energy Supply and Engineering, we have scheduled a meeting with members of your staff for June *27, 1979.
At that time, we will present for your review the actions we have taken based on lessons learned at Three Mile Island and a supportive basis to confirm that licensing of Salem Unit No. 2 at this *time will not pre-clude the implementation of other alternative actions, should they be deemed necessary.
