CONSTRUCTION PERMIT NO. CPPR-53 l\\l~U ft NO. 2 UNIT SALEM NUCLEAR GENERATING STATION DOCKET NO. 50-311 Public Service Electric and Gas Company requested by letter dated March 30, 1979 that the completion date of May 1, 1979 specified in Provisional Construction Permit No. CPPR-53, as extended in your order dated July 1, 1979, be further extended to August 1, 1979.
The information provided herein is in response to your letter of May 1, 1979, requesting justification for extending the completion date as a show of good cause based upon the events or circumstances beyond our control which have or will occur prior to issuance of the Operating License.
The construction and pre-operational testing of the Salem No. 2 Unit was substantially complete in mid-April 1979 at which time the unit was ready for initial fuel loading.
There remained several licensing items for which some additional review was required.
These items developed during the course of the NRC staff's Operating License review.

Mr. 6-28-79 Subsequently, the occurrence at Three Mile Island has significantly affected the completion of the Operating License review.
Diversion of personnel at both the NRC and PSE&G to investigate and evaluate the TMI incident has delayed the licensing review process.
Additionally, we note that the Commission, at its meeting on May 21, 1879, recognized at least a three-month delay in further licensing activities for commercial light water reactors.
In addition to the above, PSE&G notes that due to the develop-ments related to the TMI incident and the resulting uncertainty with respect to the date of issuance of the Operating License, the requested August 1, 1979 date now may be unrealistic.
In order to preclude the necessity of an additional request for further extension of the completion date for the unit, PSE&G hereby respectfully amends its March 30, 1979 request to extend the completion date to October 31, 1979.
Since the requested extension of the construction permit in-volves no significant hazards considerations and no undue risk to the health and safety of the public, it is respectfully requested that the Commission dispense with the notice and publication requirements as permitted under Section 189(a) of the Atomic Energy A.ct of 1954.
