Dear Mr. Denton:

OPERATING LICENSE UNIT 2 SALEM NUCLEAR GENERATING STATION DOCKET NO. 50-311 May 30, 1979 Public Service Electric and Gas Company hereby submits notif ica-tion that construction and pre-operational testing of Unit 2, Salem Nuclear Generating Station has been substantially completed such that the unit is ready for initial fuel loading, testing and operation.

We, therefore, request the issuance of an operating license for Salem 2 in order that we may proceed with initial fuel loading and startup of the unit.

We have been advised that at least a three-month delay is ex-pected in the licensing process for Salem 2, which is a duplicate of Salem 1.

The latter unit has been in commercial operation since June 30, 1977.

However, in view of the reduction in con-sumption of oil and lower cost electricity which can be generated by Salem 2, we believe it is essential that this unit be placed in operation as soon as possible.

Each day of full-load opera-tion will conserve the equivalent of 45,000 barrels of oil and will result in a $600,000 savings to the customers of the four utilities sharing the output from the Salem Station.
