SALEM NUCLEAR GENERATING STATION U~IT NO. 2 NRC SEISMIC QUALIFICATION REVIEW RESPONSES TO ADDITIONAL INFORMATION REQUESTS - REVISICN _ The NRC Seismic Qualification Review Team met with PSE&3 personnel at the Salem site on February 26-28, 1979 to conduct a review cf the seismic qualification data*for electrical, instrumentation and mechanical components. In a previous submittal to the NFC staff _en March 23, 1979, we responsed to additional inform~tion requests as identified at the meeting. The following information updates sc~e previous responses and includes additional data as requested in p~one conversations of March 26, 1979:

5KV Switchgear and Relays -(Updated) The General Electric Company is assembling supplemental test data on the relays in question. This information is expected to be forwarded to PSE&G shortly. Submittal of the data tc the NRC will be made the week of April 9, 1979 which should resolve this matter prior to initial criticality. 3, 600V Switehgear - (Additional Info) Area of Concern: The high transmissibility of tee sheet metal surfaces may cause spurious operation of the circuit breaker contacts during a seismic event. This misoperaticn could in turn result in circuit breaker opening and closing causing dana5e to the equipment being fed.

RESPONSE

Subsequent testing of equivalent.circuit breakers has been performed by the manufacturer demonstrating acceptable operation. Based on these tests, additional qualification data will be submitted substantiating the ability of the 6oov circuit breakers to withstand the expected seismic forces at Salem witc-out misoperation.

WCAP 7817 - SSPS, NIS, FROCESS RACKS - (Additional Info 1 The safety-related equipment that Westinghouse supplied ani ~~ich is installed at Salem, is generic to the equiprrent that was seis-mically tested and discussed in WCAP 7817, Supplements 1, 2, 3, 6 and 8, WCAP 8830, WCAP 8832, W Letter NS-CE-E92 and W Letter NS-TMA-1950.

Service Water Pumps - (Updated) The*SQRT forms submitted on these phmps did not include the requested drawings. Two drawings of the pumps are attached.

Wyle Report 44215 - NEMA 12 Cab. & Misc. -(New) Area of Concern: Provide the appropriate justification for the noted anomalies in the test report.

Response

The seismic test levels and acceptance criteria chosen for this test are intended to establish qualification for the most severe seismic levels and performance requirements anticipated in the Salem plant. It is the intent of this method of qualification to establish a listing of equipment which may be used without restriction anywhere within the Salem plant. Three notices of anomaly in the test report identified that items tested deviated from th~ performance requirements. The deviations prevent one instrument (Moore 1738) from being used without re-striction in the plant. However, it is suitable for use where the anomaly noted does not impair its ability to perform its safety function.

Although Item 25 (Moore 524TS controller) was found to be inoperable during initial calibration, five other identical instruments were mounted in panels for the test. One instrument (Item 26 - Moore 524TS) was mounted in the same panel and at the same elevation. Item 26 was operable and provided the data necessary for the acceptability of Item 25. Item 25, although inoperable, was mounted in the panel for structural test purposes.

Items 19, 21, 26, 31 and 35 (Moore 524TS controllers) showed non-linear characteristics during pretest calibra-tion. As a result, it was realized that the specimens could not satisfy the conservatively stringent tolerance specified. Further analysis indicated that the non-linearity was not sufficiently large to be objectionable. Al!o, post test calibration data correlated with pretest data.

During the test, data for Item 21 (Moore 524TS) indicated out-of-tolerance conditions. Further investigation re-vealed that the specimen output fluctuations were actually caused by the transmitter input signal rather than the seismic event. Examination of strip-chart data proved that the item functioned properly during the test.

Hswe7er, they proved to be vibration sensitive.

As a result, tbey were declared not acceptable for general use at Salem. Use of this transmitter will be limited to specific applicat~ons where the process is slow and would not be affected by the transmitter's output variations, i.e. the Servic~ Water System. J e v. 2 c. 9 I 5 / 7 W NS-T!v~--1950 W NS -T!vf_Cl_ -19 5 0 Rosemount 3735 ASCO AQS 21~73/~R The reports concerning the NAMCO limit switches and ASCC solenoid valves were submitted to the NRC by Public Service E~ectric and Gas Company. The report on the Barton transmitters was subm~tted on the North Anna docket while that for the Rosemount transnitters was submitted on the docket of Arkansas Nuclear l. The above mentioned items were qualified to both seismic and en-vironmental criteria. The reports were submitted as part of the environmental qualification review and reflect the redefined en-vironmental conditions for Salem (refer to responses to NRC ~uestions*Q7.30 and Q7.41). In addition, Table Q7.18-l has been revised to include this equipment.
