Light Water Reactors Branch 3 Division of Project Management RESPONSE TO REQUESTS FOR ADDITIONAL INFORMATION NO. 2 UNIT SALEM NUCLEAR GENERATING STATION DOCKET NO. 50-311 Public Service Electric and Gas Company hereby submits 60 copies of its responses to your requests for documentation related to emergency action levels (Question 12.9.3.4).

The information contained herein will be incorporated into the Salem FSAR in an amendment to our application.

12.9.3.4 Local Government In the event of an emergency, the Sa~em County Sheriff and local Civil Defense Director could be called upon for assistance.

The County Sheriff, working with the local authorities, could provide assistance to evacuate population in the area should evacuation become necessary.

The local Civil Defense Agency could also provide men and equipment.

In the event of the declaration of a Class 1 LOCA (see P.

12.9-40), the Delaware Division of Emergency Planning and Operations and/or Lower Alloways Creek Twp. (depending on meteorological conditions) would be notified directly by PSE&G in the absence of evidence of positive and definite State response within 20 minutes of State notification by PSE&G.

This notification scheme will be tested annually.

12.9.3.5 Radiation Management Corporation-Philadelphia, Pa.

A medical assistance plan has been developed in cooperation with Radiation Management Corporation.

This corporation can provide assistance in evaluation and management of radiation incidents.

A fully qualified staff and complete facilities are available for on-site aid, transportation to the designated hospital, and the subsequ~nt treatment of personnel ~ith injuries involving radioactive materials.

The Radiation Management Corporation was formed by several Eastern utility~~

companies for the expressed purpose of providing the nece~sary personnel and facilities to meet the needs of any radiatipn incident.

The Corporation has a professional Health Physicist and experienced medical personnel on the permanent staff facilities ~re ~rovided at the hospital of the University of Pennsylvania and at the 12.9-21 P78 108 14
