U.S. NUCLEAR REGULATORY COMMISSION PRESENTATION AT THE APRIL 9, 2018, AUBURN CITY COUNCIL MEETING

Dear Mayor and City Council:

I am the U.S. Nuclear Regulatory Commission (NRC) Acting Senior Resident Inspector based at the Cooper Nuclear Station in Brownville, NE. I would like to formally request that we be added to the Agenda for the April 9, 2018, Auburn City Council Meeting. I would like to be allotted approximately 15 minutes, if possible, to make a presentation for those at the meeting, to share information regarding the NRC and the Cooper Nuclear Station. I plan to discuss the function of the NRC, our role as NRC Resident Inspectors, and the results of the NRCs assessment of Coopers plant performance in 2017. I would like to make a PowerPoint presentation, if you can logistically support it.

On February 14, 2018, the NRC completed its end-of-cycle performance review of the Cooper Nuclear Station. The NRC reviewed the most recent quarterly performance indicators (PIs) in addition to inspection results and enforcement actions from January 1, 2017 through December 31, 2017.

The NRC determined that overall, the Cooper Nuclear Station operated in a manner that preserved public health and safety and met all cornerstone objectives. The NRC determined the performance at the Cooper Nuclear Station during the most recent quarter was within the Licensee Response Column (Column 1) of the NRCs Reactor Oversight Process (ROP) Action Matrix because all inspection findings had very low (i.e., Green) safety significance, and all PIs

Auburn City Mayor and City Council 2 indicated that plant performance was within the nominal, expected range (i.e., Green).

Therefore, the NRC plans to conduct ROP baseline inspections at this facility.
