PALISADES INSPECTION REPORT 50-255/99001 (DRP)

Dear Mr. Palmisano:

On February 25, 1999, the NRC completed an inspection conducted at your Palisades Nuclear

Generating Plant. The enclosed report presents the results of that inspe~tion.

The inspection coveted a 6-week period. Areas examined during the inspection are identified in

the report. Within these areas, the inspection consisted of a selective examination of

procedures and representative records, interviews with personnel, and observations of activities

in progress. The purpose of the inspection effort was to determine whether activities authorized

During this inspection period; the conduct of operations continued to be professional. Control

room operators were aware of ongoing plant activitie$ and pl a ht equipment configuration J-,:c< .: :: ** * -*

Though the overall material condition of the plan*t was adequate, your staff missed severaf

opportunities to identify plant equipment material condition deficiencies. Of particular concern

were the deficiencies identified by the inspectors on the $pent Fuel Pool Cooling. system.

Specifically, the problems were located in a normally accessed area of the plant, butplant staff

failed to identify the problems. Your continued emphasis appears warranted to ensure that

. equipment deficiencies are promptly identified and appropriate corrective actions are initiated to

address the problems.

No violations or deviations of NRC requirements were identified.
