1998 PALISADES EMERGENCY EXERCISE SCOPE AND OBJECTIVES SCOPE The 1998 Palisades Emergency Exercise is designed to meet exercise requirements specified in 10 CFR 50, Appendix E, Section IV (F) (2) (c). The drill will postulate events which would require activation of major portions of the Site Emergency Plan and response by State and local governments. The exercise will include participation by Allegan County, Berrien County, Van Buren County and the State of Michigan. The Joint Public Information Center will be activated during the exercise.
OBJECTIVES The following objectives will be demonstrated as dictated by the exercise scenario.
- 1.
Assessment and Classification A.
Assess and classify postulated conditions in accordance with El-1 within 15 minutes of the conditions being presented'.
- 2.
Communications A.
Upon declaring an emergency complete initial notifications within fifteen minutes to Van Buren County and the State, and as soon as possible but within one hour to the NRC using El~3.
B.
At an Alert or above complete subsequent notifications to Val) Buren County and the State in approximate fifteen minute intervals or as mutually agreed.
C.
Provide updates between appropriate emergency response facilities approximately every 30 minutes.
D.
Provide accurate press release information on plant conditions.
- 3.. Radiological Assessment and Control A.
Collect, analyze, and document radiological data.
B.
Analyze plant and environmental radiological conditions to develop protective actions for plant personnel in accordance with El-13.
C.
Analyze plant and environmental radiological conditions to develop protective actions *for the public to recommend to the State per El-6.13 D.
Prepare and brief personnel for activities required in high radiation areas.
E.
Monitor, track and document radiation exposure to appropriate emergency response personnel.

F.
C~lculate dose projections based on field sample results or monitor readings.
- 4. Emergency Response Facilities A.
Staff and activate onsite emergency response facilities within approximateli 30 minutes of an Alert classification.
B.
Staff and activate the Emergency Operations Facility within approximately one hour of the Alert declaration.
C.
Update status boards approximately every 30 minutes.
D.
Document field team activities on the Operations Support Center and the Technical Support Center status boards.
E.
Prioritize and track status of key in plant jobs.

Direction and Control A.
Demonstrate effective command and control and transfer of command and control by the-Site Emergency Directors and the Emergency Operations Facility Director.
B.
Coordinate maintenance activities.
C.
Dispatch, and direct field team activities.
D.
Complete accountability within approximately 30 minutes of the ALERT classification.
E.
Brief emergency response staffs in approximate 30 minute intervals.
F.
Coordinate emergency response with the local and state governments.
G.
Demonstrate re-entry and recovery in accordance with procedures.

Exercise Control A.
Provide data and direction to ensure the exercise proceeds according to the sequence of events.
B.
Allow adequate free play for players to demonstrate their capabilities.
C.
Accurately assess performance of exercise players and controllers and-provide written documentation.
