SUMMARY
OF MARCH 15, 2018, PRE-APPLICATION MEETING WITH SOUTH CAROLINA ELECTRIC AND GAS COMPANY TO DISCUSS A FUTURE NFPA-805 AMENDMENT (EPID L-2018-LRM-0015)
On March 15, 2018, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of South Carolina Electric and Gas Company (SCE&G) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. This was a pre-application meeting to discuss a future licensing amendment regarding National Fire Protection Association (NFPA)-805, for Virgil C. Summer, Unit 1.
The meeting notice and agenda, dated February 23, 2018, are available in the NRC Public Meeting website and in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML 18054AOOO. A list of attendees is provided in Enclosure 1. Prior to the meeting, SCE&G provided its presentation that can be found at ADAMS Accession No. ML18067A121.
During the meeting, SCE&G followed the presentation that included the license amendment scope and schedule. The licensee stated that they are seeking approval to withdraw certain modifications that were required in the original NFPA-805 approval and discussed those modifications. The licensee summarized the Probabilistic Risk Assessment (PRA) model updates and refinements since the NFPA-805 approval. The licensee discussed the NRC inspection issues and the licensee identified issues that will be addressed in the proposed amendment. In addition to what is included in the presentation, the licensee stated that the scope will include a discussion of an exception to guidance found in Regulatory Guide (RG) 1.189, "Fire Protection for Nuclear Power Plants." The licensee stated that the proposed amendment will include risk numbers from the current seismic analysis; however, they plan to submit a new seismic PRA in September 2018. The licensee explained that they conducted a self-assessment to ensure compliance with the NRC safety evaluation of the NFPA-805 approval, and have identified 58 items that will require further investigation, which may lead to additional scope items in the proposed amendment. The licensee stated the amendment is expected to be submitted by June 30, 2018.
The NRC staff suggested the application identify each change and include a discussion of defense-in-depth, safety margin, and risk that provides the reasoning for why each change should be acceptable. NRC staff requested the licensee describe the changes to the PRA from plant modifications, corrections to the PRA, and enhancements to the PRA. The NRC staff commented that the risk analysis should be an integrated analysis with all PRA changes from plant changes, and from PRA corrections and enhancements are evaluated simultaneously.
For each modification that was approved in the original NFPA-805 application but will be withdrawn in the forthcoming amendment (presentation slide 13), the NRC staff suggested the licensee include a detailed explanation of what was originally approved and why it should be acceptable to not complete the modification. NRC staff requested the application clearly distinguish the items that are PRA updates, PRA upgrades, and conforming changes. The NRC staff suggested the licensee identify the peer reviews that were completed on the upgrades and provide the Facts and Observations from peer reviews. The NRC staff also suggested that the application include the specific version of any NRC approved methodologies and to reference any previous NRC approvals that are related to the proposed request.
The NRC staff found the information provided by SCE&G to be a useful description of the licensee's plans for this future license amendment. No regulatory decisions or commitments were made during the meeting. There were no public comments. The issuance of this document closes EPID L-2018-LRM-0015.
