A CMS Energy Company December 1, 1997 U.S. Nuclear Regulatory Commission ATTN: Document Control Desk Washington, DC 20555 DOCKET 50-255 - LICENSE DPR PALISADES PLANT ACKNOWLEDGMENT OF NRC COMMENTS IN NRC INSPECTION REPORT 50-255/9701 O(DRS) n....1:...,,,_

Manager Licensing NRC Inspection Report 50-255/9701 O(DRS) dated September 1, 1997, contained cover letter comments that several minor errors in shipping procedures and on shipping manifest documentation indicated a lack of attention to detail. In addition, your inspector's review of the solid radioactive waste equipment indicated materiel condition and housekeeping concerns in the purification filter and demineralizer rooms which you plan to evaluate at a future inspection.

With respect to the minor errors in the procedures, procedures HP 6.20, "Radioactive Material Shipments", and HP 6.34, "Radioactive Material Shipments, Burial Sites Only" have been revised to correct the errors, With respect to the shipping manifests, the reported radioactivity was changed to the correct radioactivity and those changes were submitted to the burial site that received the shipments. In both cases, the final total radioactivity was less than that reported on the original manifests. These errors occurred while transferring information from one shipping manifest to another. To minimize these errors in the future, we have developed a program to allow us to submit our computer generated shipping manifest with the shipment. This program eliminates the need to transfer information onto the burial site's shipping manifest. Our burial vendor is presently evaluating the program and expects to approve it in 1998. In order to monitor our performance in this area, periodic self assessments of the Chemical and Radiological Services Department work practices will continue.

. The Inspection Report also discussed a second concern with materiel and housekeeping concerns in the purification filter and demineralizer rooms. Because of the high radiation in these rooms, the system engineering department will review the videotapes of the rooms to identify the materiel condition and housekeeping concerns.

Each of these concerns will be dispositioned individually with increased emphasis on ALARA (As Low As Reasonably Achievable). The corrective measures will be scheduled during the 1998 refueling outage. Additional detailed information on the work to be done in these rooms and the schedule will be provided to the Senior Resident Inspector and the Region Ill HP Inspector.
