SUBJECT:

MEETING WITH CONSUMERS ENERGY COMPANY TO DISCUSS ISSUES RELATED TO THE IMPROVED STANDARD TECHNICAL SPECIFICATIONS A meeting was held at NRC Headquarters on November 5, 1997, to discuss the licensee's plans for the submittal and implementation of the improved standard technical specifications (iSTS) at the Palisades plant. The licensee had requested the meeting to discuss the status of its submittal preparations and to team more about the process the NRC is currently using for the review of these submittals and, in particular, current staff estimates for the review schedule.

The licensee plans to submit its application in December 1997 or January 1998. The licensee hopes to implement the iSTS in the middle of an operating cycle (i.e., with a 2-or 3-month separation from any refueling outage). The next refueling outage is scheduled to begin in April 1998 with the following outage starting in approximately September 1999. The staff indicated that the NRC review would take approximately 12 months from the time it starts. However, due to a backlog of reviews, the NRC would not begin its review as soon as the submittal arrives.

Most likely, NRC review would start in the middle of 1998 with completion in mid-1999. This appears to fit with the licensee's schedular needs. However, it leaves little room for schedule slippage. The licensee indicated that if the amendment was not received sufficiently ahead of the fall 1999 outage, it would most likely slip implementation until after that refueling outage.

The staff indicated it generally handles submittals on a first-in, first-out basis. However, it does take into consideration any special schedule needs.

There was a discussion about the path for communications during the review. The staff indicated there would be a conversion lead assigned from the Technical Specifications Branch.

However, as with all plant-specific activities, the plant project manager will be the foeal point for communications.

the staff then explained the process. Shortly after the staff receives the submittal, it will i/

perform a screening review to locate any obvious problems. These problems will then be discussed and resolved with the licensee. If the screening identifies issues that require a separate review, the NRC project manager will initiate action for these reviews immediately. At some later date, the staff will begin the formal review. The staff expects to develop a draft safety evaluation (SE) approximately nine months after the formal review i!) started. SE will be discussed with the licensee, providing an opportunity for comments. The final SE Yf V and the amendment will then be issued approximately 12 months after the beginning of the formal review. The staff also mentioned that it had modified the format for the SE starting with the H.B. Robinson plant. To support this modified approach, the staff would be asking the licensee to supply a table defining differences between the licensee's submittal and the standard. This request would be made after the staff had resolved any questions raised during the review.
