Dear Mr. Berdine:

By letter dated October 12, 1995, and subsequent correspondence listed in the enclosure, Consumers Energy Company submitted sections of the* Palisades*.reactor vessel Preliminary Thermal Ann~a*ling Report (JAR) for staff revi~w. The enclosure also lists NRC requests for additional information and Consumers' responses, summaries of meetings related to staff

In telephone conversations<subsequent.tq your April 24, 1997, letter,. Kerry Toner pf your staff indicated that Consumers requested *continued review of its April 3; 1996, request for approval of Code Case N~557, "ln-Pla*ce Dry Annealing of a PWR Nuclear Reactor Vessel (Section XI, Division 1}," that had been submitted in support of Consumers' request for review of the TAR. In the absence o(a definitive schedule for condueting reactor vessel annealing at Palisades, the staff believes that the NRC process for issuing Code Case endorsements. in Regulatory Guide 1.147, "lnservice Inspection Code Case Acceptability ASME Section XI, Division 1," offers the most efficient use.of staff resources.-

The NRC will conduct no further review of the TAR or of Consumers' request for approval of Code Case N-557; and TAC.No. M92310 will be closed. If you have any questions regarding this issue, please contact me at (301) 415-1312.'
