This revision is submitted on a replacement page basis, includes a vertical line in the right margin and "Rev 19" in the lower right-hand corner. All of the submitted pages encompass entire sections of chapters to maintain format throughout the section. Additionally, new copies of old revisions for Table 4-6 (Revision 0 and 18) and Table 9-15 (Revision 18) are being reissued in response to copyholders questions about the effective pages.
In accordance with 10 CFR 50. 71, FSAR changes made under the provisions of 10 CFR 50.59, but not previously submitted to the NRC, are identified by the attached "FSAR Change Request Log."
There were no changes, other than typographical corrections or clarifications, that were not made either under the provisions of 1 O CFR 50.59 or in accordance with NRC-approved SERs received from the Nuclear Regulatory Commission. Typographical corrections and clarifications include adding the subscript 2 to U02, properly locating a footnote letter, changing 695 psia (Section 1.4.2) to 770 psia to be consistent with other FSAR values of this pressure, removing the implication that four primary coolant pumps are not required for continuous plant operation below 5% power (Technical Specifications alignment), and minor revisions to plant P&IDs included in the FSAR as figures.

2 To the best of my knowledge, this revision accurately incorporates all changes made to the Palisades Plant or to the Palisades Plant procedures described in the FSAR, and all other applicable information contained in licensing submittals prior to the end of the 1996 refueling outage.

OF COMMITMENTS This letter contains no new commitments and no revisions to existing commitments.
