REVIEW OF.REVISIONS TO SIX SECTIONS OF THE PALISADES NUCLEAR
- GENE~ATING PLANT'S EMERGENCY PLAN Dear Mr. Palmisano;*
In January and February 1997, Region Iii received individually numbered revisions to Sections 1, 3, 4; 5, 7 and 8 of the Palisades Nuclear Generating Plant's emergency plan,
\\Nhich were submitted under the provisions.of 10 CFR 50:5_4(q).
Based on your determin13tion that the changes do not decrease the effectiveness of your emergency plan, and that.it.co~tinues fo meet. the standards of 10 CFR 50.4 7(b) and the require~ents of Appendix E to Part 50, NRC approval is _not r.equired..
- However, cursory review of these* changes indicated that some appear to be inconsistent with the criteria of 10 CFR 50.54(q) in that they may constitute a decrease in the effectiveness of your emergency plan. Some statenients in your plan were changed to
-indicate that the emergency operations facility (EOF) would no longer be.activated following an Alert emergency declar~tion, while other statements in your plan and several
- related implementing proc:e_dures indicated that the EOF would be activated following an Alert declaration.
Implementation of these plan changes will be subject to inspection to confirm that they have not decrea.sed the effectiv.eness of your e,me~gency plan or to confirm. ttiat enforcement action is. appropriate.
