Dear Commissioners and Staff:

On November 25, 2013, Pacific Gas and Electric Company (PG&E) requested approval (Reference 1) of a proposed amendment to Facility Operating License Nos. DPR-80 and DPR-82 for Diablo Canyon Power Plant (DCPP) Units 1 and 2, respectively. The license amendment request (LAR) proposed to adopt Risk Informed Completion Times in accordance with TSTF-505, Revision 1, "Provide Risk-Informed Extended Completion Times-RITSTF Initiative 48."

Subsequent to this submittal, numerous changes have been proposed by the NRC Staff as part of the NRC review of the pilot plant application. Additionally, a recent change in regulatory position regarding the modeling of incipient fire detection systems in the fire probabilistic risk assessment will require PG&E to perform additional analyses. Therefore, based on discussions with the NRC Staff, PG&E is hereby withdrawing LAR 13-02. However, PG&E plans to resubmit the revised LAR later in 2018.

PG&E makes no new or revised regulatory commitments (as defined by NEI 99-04) in this letter.
