PALISADES PLANT - REVISED INSERVICE TESTING RELIEF REQUEST NO. 8

Dear Mr. Berdine:

We have received your revised relief request for inservice testing {IST) of the Palisades charging pumps submitted by letter dated February 28, 1997.

Your letter indicated that preparation of the revised relief request was delayed due to resource impacts associated with the 1996 refueliig outage and subsequent main generator vibration issues and requested extension of the interim relief period for the charging pumps previously granted in a staff safety evaluation (SE) dated August 30, 1996.

The staff has considered the circumstances leading to the delay in completion of the revised relief request within a time frame that would support completion of staff review within the previously approved interim relief*

period and has determined that an extension of the interim relief period is warranted.

The alternative testing described in the August 30, 1996, staff SE is authorized for an additional interim period of 6 months from the expiration of the previous interim relief period pursuant to the provisions of 10 CFR 50.55a(a)(3)(ii) based on the hardship or unusual difficulty without a compensating increase in the level of quality and safety that would ensue if the requirements were immediately imposed.

The staff notes that the interim relief granted in the August 30, 1996, SE expired as of the date of your letter requesting extension of the interim relief period.

We also note that your staff only initiated discussions with the NRC staff regarding the schedular concerns associated with this relief request approximately 1 week prior to expiration of the interim relief period.

Notwithstanding the competing demands faced by your staff as noted in your letter, we are concerned that the delay in initiating dialog with the NRC staff results in an unnecessary burden to both the NRC and Consumers Power Company (CPCo) staff in order to prevent charging pump maintenance activities from potentially affecting continued plant operation or CPCo compliance with 13 0 0_6-r; 9703130377 ~9~70~3~0~7::-~~~~--..:..\\
