SUBJECT:
MEETING WITH CONSUMERS POWER COMPANY TO DISCUSS LICENSING ISSUE~
A meeting was held at NRC Headquarters on January 16, 1997, between Consumers Power Company (CP'co} and the NRC to discuss the review status and schedule for completfon of open licensing issues for the Palisades plant. The meeting was attended by Robert Schaaf, the NRC Project Manager for Palisades, and Robert Vincent, the CPCo, Licensing Supervisor.
The review schedule and target completion dates for open licensing issues was discussed with the licensee.
The licensee ~resented the preferred priority order for staff review of currently requested technical specification (TS}
amendments and other licensing actions. The licensee indicated that it is currently assessing the need for any TS amendment requests which may be necessary to support the next refueling outage, scheduled to commence in May 1998.
The licensee stated that any amendments determined to be necessary would be submitted by May 1997 and.the requested target date to receive these TS amendments would be December 1997 to allow time to implement the amendments prior to the beginning of the refueling outage.
The project manager stated that any necessary amendment requests should be submitted as soon as possible to assist the staff in scheduling resources to accommodate the licensee's requested schedule.
The project manag~r presented questions regarding a previously requested TS amendment request to the CPCo representative.
The questions, provided as an attachment, concern proposed changes to the TS testing requirements for the containment emergency airlock that are currently under NRC staff review.
The p~rticfpants discussed the licensee's current plans related to reactor pressure vessel (RPV} annealing.
The licensee indicated that the RPV annealing previously planned for the 1998 refueling outage has been deferred.
This decision was made based upon the NRC's December 20, 1996, safety evaluation that granted partial approval of the licensee's calculated reduction in RPV fluence exposure.
The licensee indicated that CPCo is evaluating whether to continue to pursue staff approval of the Thermal Anne~ling Report (TAR} or to withdraw the request. The licensee indicated that this decision may be influenced by the results of the continuing staff review of the proposed RPV fluence reduction.
The participants agreed that a working level technical exchange meeting should be scheduled to discuss those portions of the licensee's calculated fluence reduction which have not yet been approved by the staff.

'.. The participants discussed construction permit (CP) recapture.
Palisades is one of several platits which have not pursued CP recapture, wherein the operating license (OL) expiration date is extended by recovering the period between issuance of the CP and issuance of the OL.
The Pa 1 isades OL current 1 y expires in 2007.
With CP recapture the OL expiration date could be extended to 2011.
The licensee stated that there are currently no plans to pursue recapture and that future consideration of CP recapture would depend upon the results of the ongoing efforts related to RPV fltience calculations, RPV annealing, and other factors.

QUESTIONS ON PALISAPES EMERGENCY AIRLOCK SEALS L
How old are the seals on the doors,* i. e., when were they manufactured; and when were they installed on the doors?
- 2.
What is the shelf life of ~these seals, both according to the manufacturer, and according to the licensee's engineers {if different from the manufacturer's numbers}?
- 3.
What is the recommended service life for these seals? That is, how long should th~y be in service before they should be replaced? Again, both the manufacturer's and the licensee's numbers.
- 4.
Is there a maximum service life number, presumably longer than the recommended life?.Again, provide numbers from both sources.
- 5. *For all the "lives" above, provide the fig~res applicable wh~n the seals were made or purchased in addition to currently applicable figures.
- 6.
What does the manufacturer say about "fluffing" and "grease contact tests?". Were these practices recommended or allowed when the airlock was designed, built, installed, or when the plant began operation? Does fluffing damage the seals so that they lose resiliency?
