Dear Mr. Palmisano:
We have received the enclosed Federal Emergency Management Agency (FEMA) correspondence dated January 22, 1997, transmitting the FEMA evaluation report for the October 22, 1996 Biennial Radiological Emergency Preparedness Exercise at the Palisad£1::;
Nuclear Power Plant.
One deficiency was identified in the performance of offsite agencies during this exercise.
The deficiency was assessed against Van Buren County for not attaching the boundary sheet to the Emergency Broadcasting System message for the second Protective Action Decision. Also, eight Areas Requiring Corrective Action (ARCAs) were identified during this exercise.
We fully recognize that any corrective actions to be implemented may involve parties and political institutions which are not under your direct control. Nonetheless, we expect that assistance, if appropriate, will be extended.
In accordance with 10 CFR 2. 790 of the Commission's regulations, a copy of this letter and the enclosed FEMA correspondence will be placed in. the NRC Public Document Room.
