Berdine Manager, Licensing NOTIFICATION OF COMPLETION OF ACTIONS - GENERIC LETTER 92-08, "THERMO-LAG 330-1 FIRE* BARRIERS" Consumers Power Company (CPCo) letterdated January 24, 1995, describes proposed corrective actions to bring the Palisades Plant into compliance with Generic Letter 92-08, "Thermo-Lag 330-1 Fire Barriers."
As required by NRC letter dated April 17, 1995, and Generic Letter 92-08, a written response is provided to document completion of all corrective actions associated with Thermo-Lag. This letter provides documentation that all corrective actions described in CPCo letter dated January 24,.1995, have been completed.
In our January 24, 1995 letter, the following corrective actions were proposed.
- 1.
The Palisades specific corrective action plan tentatively proposed for conduit 1159 was to remove the existing Thermo-Lag barrier and replace the protected circuits with 1-hour fire-rated cable.
- 2.
The Palisades specific corrective action plan tentatively proposed for conduit 1147 was to remove the existing Thermo-Lag barrier and replace the protected circuits with 1-hour fire-rated cable.

The Palisades specific corrective action plan tentatively proposed for conduit X1885 and its associated pull Uunction) box was to remove the existing Thermo-Lag barrier and embed this conduit and its pull Uunction) box in concrete.
- 4.
The Palisades specific corrective action plan tentatively proposed for conduit X2402 and its associated pull Uunction) box was to remove the existing Thermo-Lag barrier and reroute the protected circuits outside of the Component Cooling Water Pump Room.
A complete reevaluation of the post fire safe shutdown analysis has determined that a fire in the Screen House [location of conduits 1159 and 1147 (Items 1 and 2 above)] will not cause a Joss of offsite power concurrent with a plant. shutdown. Therefore, the circuits located in conduits 1159 and 1147, which are protected by Thermo-Lag, are not required to function for safe shutdown of the plant. Therefore, the need to protect conduits 1159 and 1147 with Thermo-Lag no longer exists. The Thermo-Lag has been abandoned in place as it provides some level of fire protection thus increasing the overall defense-in-depth for the Screen House fire area.
Conduit X1885 and its associated pull Uunction) box (Item 3 above) have had the Thermo-Lag removed, and the conduit and associated pull box embedded in concrete.

Therefore, the need to protect the circuits located in conduit X2402 no longer exists.
The Thermo-Lag has been abandoned in place as it provides some level of fire protection thus increasing the overall defense-in-depth for the Component Cooling Water Pump Room fire area.

OF COMMITMENTS This letter contains no new commitments and no revisions to existing commitments.
