NRC INSPECTION REPORT NO. 50-255/96012(DRS)
Dear Mr. Palmisano:
On October 16, 1996, the NRC completed an inspection at your Palisades Nuclear *
Generating Plant. The enclosed report presents the results of that inspection. * *
The inspection covered a ten day period. The area examined during the inspection was the .*
effectiveness of your controls in identifying, resolving and preventing issues that degrade
the quality o.f plant operations*or safety problems. The purpo*se of the inspe'.ction*.was to
- _determine whether activities authorized by the license were conducted safely and in
accordance with NRC requirements ..
In response to NRC concerns raised in Diagnostic Evaluation Team Inspection Report 50-
255/94014 regarding management's ineffective involvement in plant activities and
inadequate guidance to plant personnel, you initiated a number of improvement initiatives.
The inspectors concluded that progress had been made in establishing effective self-
assessment in the a.reas of operations and engineering. With respect to self-assessments
and audits, the processes arid the performance observed were sound with some
exceptior:is. In most cases, proble_m identification appeared to be satisfactq.ry. We._:**':* . ,
understand* that you are working to further improve the performance of your corrective
action process. You are encouraged to continue your progress in this area and reminded
that your attention to timely and thorough corrective actions must be maintained.
In accordance with 10 CFR 2. 790 of the NRC's "Rules of Practice," a copy of tbis letter
and the enclosed inspection report will be placed in the NRC Public Document Room.
