NRC RADIATION PROTECTION INSPECTION REPORT 50-255/96015(DRS)
Dear Mr. Palmisano:
On November 20, 1996, the NRC completed an inspection of your Palisades Nuclear
Generating Plant. The enclosed report presents the results of that inspection.
The inspection was an examination of activities conducted under your license as they
relate to radiation safety and to compliance with the Commission's rules and regulations
and with the conditions of your license. The inspection consisted of a selective
examination of procedures and representative records, observations, and interviews. with
personnel.
During this inspection, it was determined that your radiation protection program was
effectively implemented. However, two issues which were identified by the NRC indicated
areas for improvement exist. The first issue pertained to ALARA evaluations for work on
primary coolant systems (PCS) components. Your staff's evaluations did not anticipate
that airborne contamination would occur during PCS component work if it wasn't
encountered during previous, similar work activities. Given the transuranic radionuclides
present in the PCS, the small amount of this material needed to reach internal monitoring
and dose limits, and the unexpected airborne contamination ideiltified during the "A"
primary coolant pump seal replacement, unanticipat8d airborne alpha contamination
problems may be encountered during future PCS work whether or not it was encountered
during previous similar work. Your Radiological Services staff indicated that the factors.
used during ALARA evaluations for PCS work would be re-evaluated.
The second issue concerned the increased radiation dose due to rework. Although this
inspection occurred early in the outage, and few major work activities were completed,
your staff has conducted several In-Progress ALARA reviews, and some jobs experienced
personnel errors and planning problems which required rework and/or re-entries into
radiation and high radiation areas. The full impact of rework on the accumulated outage
personnel radiation exposure will be examined during a post-outage inspection.
No violations of NRC requirements were identified during this inspection.
In accordance with 10 CFR 2. 790 of the NRC's "Rules and Practice," a copy of this letter
and its enclosures will be place in the NRC Public Document Room (PDR) .
