NRC RADIATION PROTECTION INSPECTION REPORT 50-255/99014(DRS)

Dear Mr. Palmisano:

On September*1, 1999, the NRC completed an inspection at your Palisades Nuciear

Generating Plant. The enclosed report presents the results of that inspection. No violations of

NRC requirements were identified.

The inspection examined activities conducted under your license related to radiation safety and

to compliance with the Commission's rules and regulations and with the conditions of your

license. Specifically, this inspection reviewed the Chemical and Radiological Services

Department's (CRSD) on-line planning and scheduling program and the CRSD involvement in

the planning and scheduling of the refueling outage scheduled to begin in October 1999: The

inspection also included a review of the planned Nuclear Performance Assessment Department

(NPAD) oversight of CRSD performance during the outage and a tour of the facility. To this

end, the inspection consisted of a selective examination of representative procedures and

records, observations and interviewswith plant personnel.

Our inspection results indicated that the CRSD's on-line (non outage) Planning and Scheduling

Program provided effective coordination and .established appropriate radiological control

provisions over on-line work activities. The CRSD also appeared to be effective in ensuring

that radiation protection issues and As-Low-As-Reasonably-Achievable (ALARA) controls were

integrated into the planning and scheduling of the 1999 refueling outage. In addition, the

Nuclear Performance Assessment Department's planned oversight of CRSD activities during

the 1999 refueling outage was well planned and of sufficient scope to assess the performance

of the radiation protection program.

In accordance with 10 CFR 2.790 of the NRC's "Rules and Practice," a copy of this letter and its

enclosure will be placed in the NRC Public Document Room .
