NRC INSPECTION REPORT NO. 50-255/99005(DRS)

Dear Mr. Palmisano

On May 6, 1999, the NRC completed an inspection at your Palisades Nuclear Generating Plant.

The focus of this inspection was to determine whether activities associated with Generic Letter

(GL) 96-05, "Periodic Verification of Design-Basis Capability of Safety-Related Motor-Operated

Valves," were sufficient to ensure the continued capability of motor-operated valves. The

inspection also included review of a previously identified inspection item. The enclosed report

presents the results of that inspection.

  • As a result of this NRC inspection and your commitments and planned actions described in this.

report, the NRC considers your motor-operated valve program to be providing continued

assurance that motor-operated valves within the scope of Genedc Letter 96-05 at your

. Palisades Nuclear Generating Plant are capable of performing their design-basis safety

functions.

Based on the results of this inspection, the N~C has determined that one violation of NRC

requirements occurred. This violation is being treated as Non-Cited Violation (NCV), consistent

with Appendix C of the Enforcement Policy. This NCV is described in the subject inspection

report. If you contest the violation or severity level of this NCV, you should provide a response

within 30 days of the date of this inspection report, with the basis for your denial, to the Nuclear'

Regulatory Commission, ATIN: Document Control Desk, Washington DC 20555-0001, with a

copies to the Regional Administrator, Region Ill, and the Director, Office of Enforcement, United

States Nuclear Regulatory Commission, Washington, DC 20555-0001.
