PALISADES INSPECTION REPORT 50-255/98019(DRP)

Dear Mr. Palmisano:

On November 25, 1998, the NRC completed an inspection conducted at your Palisades Nuclear

Generating Plant. The enclosed report presents the results of that inspection.

The inspection covered a 7-week period. Areas examined during the inspection are identified in

the report. Within these areas, the inspection consisted of a selective examination of

procedures and representative records, interviews with personnel, and observations of activities

in progress. The purpose of the inspection effort was to determine whether activities authorized

. by the license were conducted safely and in accordance with NRC requirements.

During this inspection period, the conduct of operations continued to be professional with the

control room environment free of unnecessary distractions. The safety-related battery charger

and instrument inverter modification project proceeded without any significant problems.

Assigning licensed operators as permanent members of the modification work group was a

positive action, in that it fostered a strong tie between operations and the modification team.

The status of new and existing equipment was continuously displayed in the control room and

was also considered a positive action, in that it effectively identified equipment status to the

control room operators. While the battery charger and instrument inverter modification project

appears to have effective equipment status control, a weakness in equipment status control

contributed to an incident that inadvertently drained the hydrazine addition tank to the turbine

building sump. Also, weaknesses in this area have been identified during recent in$pections ..

The incident during this inspection period, combined with the past identified weaknesses

regarding equipment status control, highlights the need for continued effort in this area.

No violations or deviations of NRC requirements were identified.
