SUBJECT:

NRC INSPECTION REPORT NO. 50-255198013(DRS)

Dear Mr. Palmisano:

On July 29, 1998, the NRC completed an inspection of your fire protection program at the

Palisades Nuclear Generating Plant. The enclosed report presents the results of the

inspection.

Areas examined within your fire protection program are identified in the report. Within those

areas, the inspection consisted of a selective examination of procedures and representative

records, interviews with personnel, and observation of activities in progress. The objective

of the inspection effort was to determine whether activities authorized by the license were

conducted safely and in accordance with NRC requirements. Based on the results of this

inspection, no violations of NRC requirements were identified.

Our inspection conclu.ded that your fire protection program was acceptable. Minimal

amounts of combustible material were noted in the plant and the material condition of most

fire protection equipment appeared to be good. However, a number of weaknesses were

identified including weak administrative control of combustible material in the plant, a lack of

rigor in performing required monthly fire protection inspections of the auxiliary building, and

a lack of substantive inspections of penetration seals by your quality assurance organization

for the last three years.

In accordance with 10 CFR 2. 790 of the NRC's "Rules of Practice," a copy of this letter and

the enclosed report will be placed in the NRC Public Document Room.

We will gladly discuss any questions you have concerning this inspection.
