50-255/97016 Inspection Report No. 50-255/97016 was issued February 2, 1998. The cover letter raised concerns with the reliability of the PASM system and with the high range iodine filter shelf life. This letter describes actions taken in response to those concerns.

The NRC expressed a concern with several problems identified with post accident sampling systems. While some of the problems had been resolved by maintenance and repair activities, two problems were specifically identified. These problems, associated with the reliability of the PASM system, were a lack of comparative sample results to permit benchmarking and repetitive failures of the PASM panelinline gas chromatograph to pass operational checks.

In response to the lack of comparative sampling, a revision to an existing Periodic and Predetermined Activity Control (PPAC) was made to require comparative sampling semi-annually. ThisPPAC was completed and the results were acceptable. The sampling will continue semi-annually.

In response to the PASM panel inline gas chromatograph operational check consistency, the PASM panel vendor was enlisted to evaluate the material condition of the equipment, which was determined to be good. However, the vendor made,

recommendations to improve the operating procedure. The Maintenance Rule Classification of the PASM panel was changed to a(1) and an action plan to improve performance was developed. In addition to the vendor, an independent consultant performed an assessment of the apparatus and the methods used. The results of the.

vendor's recommendations and the consultant's assessment will be applied to resolve the problems noted.

The problem with the high range iodine filter shelf lite related to the ability to collect and analyze a post accident stack effluent sample. The silver zeolite canister used in this filter was *well beyond the vendor's recommended shelf life and there was no calibrated*

geometry for gamma spectrometry analysis of the canister for several years. The silver zeolite canister was tested to determine the actual collection efficiency of the filter. It was determined that the filter would have collected a representative gaseous iodine sample in the event of an accident. However, a PPAC was initiated to require the accident filter to be changed out once per quarter and the accident filters have been made a stock item. In addition, the geometry has been established on the Gamma Spectr9meter to provide analytic capability.
