U.S. NUCLEAR REGULATORY COMMISSION APPROVAL OF GLOBAL LASER ENRICHMENT CLASSIFIED DISTRIBUTIVE INFORMATION NETWORK REVISION 8 (COST ACTIVITY CODE 000225/07007016/C-2017-CYB-0000)

Dear Ms. Jenny:

By letter dated August 24, 2017 (GLE-2017-0042) (Agencywide Documents Access and Management System [ADAMS] Accession Number ML17248A411), Global Laser Enrichment (GLE) submitted an update to their Classified Distributive Information Network (CDIN), as Revision 8. The submittal was accepted for review by letter dated November 27, 2017 (ADAMS ML17325B082). GLE submitted this revision, along with several other requests which include:

1) a one-year extension of GLE's Authorization to Operate the classified network [approved for 90 days, see ADAMS ML17339A142]; 2) approval for use of a National Security Agency or NSA-approved commercial Type 1 encryption device [still under review, see ADAMS ML18030B173]; and 3) use of a Trusted Download process [approved, see ADAMS ML17325B082]. The CDIN, Revision 8, supports these submittals and provides the latest diagrams for the GLE classified network.

The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed GLEs CDIN, Revision 8, in consultation with the U.S. Department of Energy (DOE) Nuclear Energy Oak Ridge Site Office (DOE NE-ORSO). In addition, during a site visit conducted on February 21, 2018, the NRC and DOE staff walked down the classified network and confirmed the accuracy of the CDIN drawings. Based on this review and DOEs NE-ORSOs approval letter dated February 8, 2018, see enclosure, the NRC staff finds the submittal acceptable.

This action closes Cost Activity Code: 000225/07007016/C-2017-CYB-0000.

In accordance with Title 10 of the Code of Federal Regulations, Section 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records component of NRCs ADAMS.
