SUMMARY

OF THE APRIL 30, 1998, MEETING REGARDING PALISADES NUCLEAR PLANT IMPROVED TECHNICAL SPECIFICATIONS On January 26, 1998, Consumers Energy submitted a license amendment request to convert the Palisades Nuclear Plant current technical specifications (CTS) to improved technical specifications (ITS). The ITS submittal was based on the guidance contained in NUREG-1432, "Standard Technical Specifications, Combustion Engineering Plants" (ISTS). On April 30, 1998, the NRC and Consumers Energy held a meeting to discuss the Palisades ITS *submittal. A list of the meeting attendees is provided in Enclosure 1. The purpose of the meeting was to discuss the Palisades submittal and to clarify NRC processing of the submittal.

The staff discussed use of the model safety evaluation (SE) developed for documenting review of ITS conversion submittals. The model SE for the most recently issued CTS to ITS conversion was developed for the Calvert Cliffs plant. The Calvert Cliffs SE, issued May 4, 1998 (Accession No. 980511,0101), included 36 pages of text and approximately 200 pages of

. tables. The staff indicated that electronic copies of the docketed Calvert Cliffs SE and tables would be provided when available to assist the licensee in preparing similar tables to facilitate the staff's review of the Palisades conversion.

The participants also discussed preliminary schedules for completing the Palisades. conversion review. The licensee and the staff each presented preliminary schedules. The licensee's schedule, presented in a letter dated April 30, 1998, is provided in Enclosure 2. The staff's preliminary review schedule is provided in Enclosure 3. The staff noted that the preliminary schedules are very similar with regard to expected dates for completion of anticipated NRC requests for additional information, the licensee's responses, resolution of open items, and issuance of the draft and final SEs.

In an April 1, 1998, letter to Consumers Energy discussing the initial screening of the Palisades submittal, the staff expressed concern that, while the ITS Modes conform to the ISTS, unevaluated changes to CTS limits may have occurred in translating the CTS operational conditions to ITS Modes. For example, Palisades' Introduction to Section 3.3, Instrumentation, Item D, states, 'The CTS definitions of plant operating conditions have been replaced with the operation Mode definitions used in ISTS. In several instances the name for a CTS-defined "operating condition" is the same as that for an ISTS "Mode," but the definition differs." To.
