Dear Ms. Wylie:

The Nuclear Energy Institute (NEI) 1 will be submitting NEI 17-02, Tornado Missile Risk Evaluator (TMRE)

Industry Guidance Document for NRC review and endorsement. The TMRE is a risk-informed methodology for identifying and evaluating the safety significance associated with structures, systems and components that are exposed to potential tornado-generated missiles. The methodology was developed to provide a simple, cost-effective tool to address questions concerning potential nonconformances involving tornado missiles as discussed in NRC Regulatory Issue Summary 2015-06, Tornado Missile Protection. This document provides guidance on the development and application of a TMRE model for the site and a process for resolving discrepancies against licensing basis requirements.

NEI requests that the NRC's review of NEI 17-02, Tornado Missile Risk Evaluator (TMRE) Industry Guidance Document be granted a fee waiver pursuant to the provisions of 10 CFR 170.11. This document meets the exemption requirement in 10 CFR 170.11(a) (1) (ii) in that it will assist the NRC in generic regulatory improvements or efforts (e.g., rules, regulatory guides, regulations, policy statements, generic letters, or bulletins). In this case, NRC review and endorsement of NEI 17-02 will facilitate a consistent approach in resolving nonconformances associated with tornado missile protection. Furthermore, the development of 1
