This calculation supports our October 1, 1997 Technical Specifications Change Request (TSCR) to relax the Primary Coolant Pump (PCP) Flywheel inservice inspection periodicity requirement. The calculation addresses the uncertainty in flywheel material characteristics.by using appropriate analytical conservatism to demonstrate adequate flywheel flaw tolerance.
On January 18, 1996, Consumers Energy Company submitted proposed changes to Palisades Technical Specifications (TS) which would have deleted the requirements for inservice inspection of the PCP flywheels. These changes were submitted as part of a Combustion Engineering Owners Group (CEOG) effort since the changes were generic to all Combustion Engineering nuclear'plants. Our TSCR was submitted under the Cost Beneficial Licensing Action (CBLA) program described in NRC Administrative Letter 95-02 dated February 23, 1995. The justification for the CBLA was contained in the January 18, 1996 submittal.

2 On May 21, 1997, the NRC issued a Safety Evaluation Report (SER) entitled "Acceptance for Referencing of Topical Report SIR-94-080... " for Arkansas Nuclear One; the lead CEOG plant for the subject topical report. The conclusion stated that the flywheel inspection period could be lengthened to ten years for the plants identified in the SER. The SER included a requirement for licensees to verify the PCP flywheel reference temperature (RT Nor). and to demonstrate that the corresponding flywheel fracture toughness (Kd was equivalent to that given in the topical report.
On October 1, 1997, Consumers Energy submitted a revised TSCR to increase the TS flywheel inspection period from every refueling outage to every ten years. The discussion of the change included the available PCP flywheel material information. In a Request for Additional Information dated December 5, 1997, the NRC requested additional plant-specific test data or data from other sources to further define RT Nor and Kie material characteristics. Consumers Energy responded on January 29, 1998, providing explanation of the available flywheel material information and identifying the information sources.
On March 12, 1998, a conference call was held between the NRC, Consumers Energy, and Structural Integrity Associates personnel. The NRC expressed reservations about the uncertainty of the material information. In response, Consumers Energy submits attached calculation CEOG-01 Q-305 which adds an additional uncertainty factor to the original calculation performed for the CEOG Topical Report SIR-94-080. It is concluded in CEOG-01 Q-305 that the calculated allowable flaw size far exceeds the postulated crack size demonstrating adequate flaw tolerance of the Palisades flywheels. Consumers Energy requests that this supplemental calculation be considered by the NRC during review of our October 1, 1997 TSCR.
