METHODOLOGY - MATERIAL RELEASE By letter dated April 21, 1998, Consumers Energy provided a submittal to the NRC
. which included reports completed by independent experts related to the Palisades reactor vessel fluence methodology. As part of that letter, Enclosure 4, "Palisades Reactor Vessel Fluence - Resume & Independent Review Completed by W. N.
McElroy," states (page ii) that this report may not be reproduced or copied without expressed written approval of the President of CTS and/or the Manager of Licensing of Consumers Energy. This letter provides the written permission to reproduce or copy the above referenced report, as necessary, to perform required reviews.
