STAFF REVIEW OF REQUESTS FOR RELIEF FROM CERTAIN INSERVICE INSPECTION REQUIREMENTS AT THE PALISADES PLANT - REQUEST NOS. RR-4 AND RR-9 (TAC NO. M98925)
Dear Mr. Haskell:
We have completed our review of Requests for Relief Nos. RR-4 and RR-9, which included alternative inspection requirements proposed by Consumers Energy for the.Palisades Plant third 10-year interval program for inservice inspection. The requests for relief, and supRlemental information addressing questions raised by the staff during its review, were submitted by Consumers Energy's letters dated June 3 and November 14, 1997. The NRC staff reviewed these relief requests and supplemental information against the requirements of Section XI of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code pursuant to Section 50.55a of Part 50 to Title 10 of the Code of Federal Regulations. The results of the NRC staff's review are detailed in the enclosed safety evaluation and are summarized in the following paragraphs..
Based upon this review, the staff concludes that the proposed alternative in RR No. 4 is authorized pursuant to 10 CFR 50.55a(g)(6)(i) based on the impracticality of performing the required inspections. T~e relief granted is authorized by law and will not endanger life or property or the common defense and security and is otherwise in the public interest giving due consideration to the burden upon Consumers Energy that could result if the requirements were imposed on the facility. The staff also concludes that the proposed alternative in RR No.9 is authorized pursuant to 10 CFR 50.55a(a)(3)(i) based on the acceptable level of quality and safety provided by the alternative. The alternative testing is adequate for assessing the operational readiness of the components.
