Bordlnfl Manager Licensing TECHNICAL SPECIFICATION CHANGE REQUEST - ELECTRICAL POWER SYSTEM REVISION TO REQUESTED IMPLEMENTATION DATE The Palisades Plant submitted a Technical Specifications change request (TSCR) proposing revision of the Electrical Power Systems section on December 27, 1995.

Additional submittals on that subject were provided on September 4, 1996, November 26, 1996, June 27, 1997, and November 21, 1997.

In our June 27, 1997 letter, we requested that full implementation of the associated amendment not be required until 60 days after approval. That implementation schedule request was based on an expectation that the amendment was nearing approval.

The final review and approval of this TSCR has taken considerably longer than expected.

The NRR Palisades Project Manager has recently informed us that approval of this TSCR is expected in the near future.

Implementation within the following 60 days would require a significant effort for final procedure revision and operator refresher training during a period when our resources are being utilized to prepare for the 1998 refueling outage. That outage is currently expected to start April 24, 1998, and to end June 2, 1998.

Therefore, we request that full implementation of the amendment associated with the Electrical Power Systems TSCR be required within 60 days after leaving Cold Shutdown following completion of the 1998 refueling outage, and no later than October 2, 1998.

SUMMARY

OF COMMITMENTS This letter establishes one new commitment. It makes no revisions to existing commitments.

The new commitment is:

Consumers Energy will notify the NRC, in writing, when the amendment associated with the Electrical Power Systems TSCR has been implemented.
