Bordlne Manager, Licensing CLARIFICATION OF OCTOBER 24, 1996 RESPONSE TO NRC REQUEST FOR ASSESSMENT OF THE LARGE BREAK LQ&S-OF-COOLANT EVALUATION MODEL FOR THE PALISADES PLANT The purpose of this letter is to clarify a statement made during our verbal presentation of October 16, 1996, and in our letter dated October 24, 1996, "10 CFR 50.46 Large Break Loss Of-Coolant Evaluation Model for Palisades Plant". The October 24, 1996, letter was submitted to the NRC in response to an October 11, 1996, letter from the NRC requiring that we "... assess the impact of these model errors and changes and take*whatever actions are required to assure compliance with 10 CFR 50.46."

Our October 24, 1996, letter specified three conclusions. In conclusion number two, we stated "a reanalysis has been performed using the 1986 model". During a joint utility assessment of the Siemens Richland facility, led by Consumers Power Company, we identified that the reanalysis was actually performed using a correded 1986 TOODEE2 module incorporated in the 1991 LBLOCA Model. Siemens has noted that the 1986 code, as originally run, is no longer available.

All the conclusions in our October 24, 1996, letter remain valid, with this clarification.

The Palisades reflood rate is outside the range of 1.0 to 1. 77 inches/second during the time period when Peak Clad Temperatures (PCT) of the fuel is approached. It is Aebl '( 0 A CMS ENER6YCOMPANY

2 expected that the Palisades LBLOCA analysis continues to meet all requirements of 10 CFR 50.46.
